The Government of Penang is developing Bandar Cassia, Batu Kawan as the third satellite township in Penang after Bayan Lepas and Seberang Jaya. This takes advantage of its strategic location next to the Second Penang Bridge and excellent connectivity to Batu Maung and Bayan Lepas on Penang Island.
Batu Kawan is technically an island as it is bounded by the Straits of Melaka to the west and Sg Jejawi and Sg Tengah elsewhere. It spans approximately 6 km north to south and 4 km east to west. The natural topography of Batu Kawan is flat and low lying (except for the hilly northwest) and is frequently inundated especially during high tides.
The Batu Kawan Drainage and Stormwater Master Plan Study undertaken in 2008 (hereinafter referred to as SMPS 2008) has identified the stormwater facilities required including the main drain alignments and reserves based on the Bandar Cassia Development Master Plan of that time (BCDMP 2008). Revisions to the Bandar Cassia Development Master Plan, new requirements under Manual Saliran Mesra Alam, Second Edition (MSMA2), constructed drains which differ from the recommendations of SMPS 2008, etc have rendered the SMPS 2008 obsolete.
With this in mind, PDC has commissioned this study to review and update the Bandar Cassia Stormwater Master Plan.
The Government of Penang vide the Penang Development Corporation (PDC) has engaged Angkasa Consulting Services Sdn Bhd (ACS) to undertake a “Review And Update The Stormwater Master Plan And Concept Design For Linear Park At Bandar Cassia, Batu Kawan”. The key objectives of the project are to:
- Review the previous Batu Kawan Drainage and Stormwater Master Plan Study, Aug 2008 (hereinafter referred to as Stormwater Master Plan 2008)
- Update and revise the Batu Kawan Stormwater Master Plan to suit PDC’s updated Bandar Cassia Development Master Plan
- Assess and recommend development platform levels
- Develop the engineering and landscape concept plan for Linear Park
